Oregon Health Authority Director Patrick Allen appears to have lost reelection to Sherwood school board

The leader of the state agency that helped craft guidelines for operating Oregon’s schools during the pandemic appears to have lost his bid for a third term on the Sherwood school board.

Oregon Health Authority Director Patrick Allen trailed challenger Duncan Nyang’oro’s with 46% of the vote in partial returns as of 8:15 p.m Tuesday.

Those totals are out of nearly 4,600 ballots counted by the Washington County elections office in the race for that seat so far.

Nyang’oro, an auditor for the SAIF Corporation, spent $9,000 to unseat Allen. The incumbent raised about half that amount.

Nyang’oro ran on a promise to fully reopen the district’s schools in the fall and criticized Allen and Gov. Kate Brown for not doing so in campaign material.

Nyang’oro’s largest donor by far was Oregon Right to Life, which through two political committees gave him nearly $2,000. He also drew financial support from opponents like himself of restrictions such as mask wearing and school distancing protocols, which Allen has championed.

Allen’s contributions were all in the form of small donations, all but one beneath $400.

Allen’s colleague on the Sherwood school board, Eric Campbell, was also narrowly losing his reelection bid as of 8 p.m.

Campbell had 42% of the vote to opponent Krista Thorne’s 46%. Janice Hayes held 12%.
